Kevin McCarthy

Executive Director

Kevin McCarthy joined the SBWMA as its first Executive Director in 2006. He provides overall financial and operational management for solid waste and recycling services for the SBWMA’s 12 Member Agencies. Kevin was previously the Business Development Manager for two privately owned recycling companies in southern California. Prior to that, he served as Vice President of Government Affairs for Waste Management, Inc.’s Recycle America subsidiary. He worked for Waste Management for over 12 years, half of those years in the East Bay as the Recycling Manager for the Davis Street Transfer Station, one of the most innovative solid waste and recycling facilities in the United States. He is nationally known and recognized for his efforts in municipal recycling facility and policy development, with particular expertise in collection and processing programs for construction and demolition waste, organics and electronic scrap.

Cliff Feldman

Recycling Programs Manager

Cliff Feldman joined the SBWMA staff in early 2007 after developing and managing recycling programs for the cities of Oakland and Fresno for the prior 17 years. His education highlights including earning a master’s degree in Environmental and Waste Management, and more recently a master’s degree in business administration. As Recycling Programs Manager, Cliff’s primary role is to manage the Collection Services RFP process, administer the Member Agencies Collection Services Franchise Agreements, and assist Member Agencies with programs and policies to meet and exceed the State-mandated recycling and waste diversion goal.

Hilary Gans

Facility Operations Contract Manager

Hilary Gans joined the SBWMA staff in 2006 and brings over 20 years of industry experience to his roll as the Facility Operations Contract Manager at the SBWMA. His main responsibilities include managing the Facility Operations RFP selection process, the Shoreway Environmental Center construction project, and the ongoing oversight of the Shoreway Recycling and Disposal Center facilities currently operated by Allied Waste. Before starting at the SBWMA, Hilary worked as a manager for Allied Waste’s Newby Island recycling and composting facility in San Jose. While there he pioneered the construction on the composting operations and conversion of the MRF to single stream.

Cathy Hidalgo

Recycling Specialist/Board Secretary

Cathy Hidalgo joined the SBWMA in 2006. Her primary duties include the administration and organization of the SBWMA office. In addition, she is the Secretary to the Board of Directors, responsible for assembling and distributing monthly Board meeting agendas and packet materials; recording minutes of public Board and Sub-Committee meetings and preparing written minutes for each. She is the main point of contact for all documentation pertaining to the SBWMA and for the Service Resolution Tracking System. Her past experiences include serving as Secretary for the City of San Bruno Planning Commission, Community Service duties in San Bruno, customer service and quality assurance, and construction.

Marshall Moran

Finance Manager

Marshall Moran joined the SBWMA staff in early 2008. As the Finance Manager, he is responsible for providing financial analysis of SBWMA programs and projects, managing the budget process, and assisting with rate analysis. Marshall has over 15 years experience in finance in the solid waste industry. His past experience includes serving as controller for various operations at Waste Management, Inc., including hauling, transfer station and landfill operations, in the Bay Area and elsewhere. Marshall has also worked in finance in the distribution, service, manufacturing and health care industries. He has a bachelor’s degree from Santa Clara University and a master’s degree in business administration from California Polytechnic State University, San Luis Obispo.

Monica Devincenzi

Recycling Outreach and Sustainability Manager

Monica Devincenzi joined the SBWMA in late 2008 as the Recycling Outreach and Sustainability Manager, responsible for SBWMA public outreach efforts and assisting with program development. She has nearly 12 years of experience in the solid waste industry in the Bay Area with her primary focus being in government, community and media relations. Most recently, she was the Municipal Relations Manager for Waste Management, where she was responsible for overseeing municipal contracts, assisting with the procurement of new business opportunities and acting as liaison to the jurisdictions served by the company. Monica has a background in journalism and public relations prior to entering the waste industry.

Jeannene Minnix

Administrative Assistant

Jeannene Minnix joined the SBWMA staff in June 2009 as the Administrative Assistant. Her primary role is to help manage the office and provide support to the staff members and agency. In addition, she provides customer service to the general public and those within the SBWMA service area. Jeannene comes to the SBWMA with a unique background. Her most recent experience was in marketing where she specialized in promotions and outreach for a community bank. Prior to that, Jeannene was the Chief Executive Officer for the Daly City-Colma Chamber of Commerce. As CEO, she managed two city contracts for economic development, a board of directors, 500 members, as well as business and community events. Jeannene’s passion for the environment, in particular recycling and waste management, has brought her to the SBWMA.
