Brown Act Standing Committees

TECHNICAL ADVISORY COMMITTEE (TAC)
Committee Makeup:
The Technical Advisory Committee (TAC) is an eleven (11) member committee consisting of County, District, City or Town Manager’s qualified designee from each of RethinkWaste’s Member Agencies.
Committee Meetings:
The TAC meets on the second Thursday of March, June, and September from 2 p.m. – 4 p.m. unless otherwise noted. The committee meeting schedule can be found here.
Committee Purpose:
The TAC serves in an advisory capacity to each of the Board Members and assists Board Members with their decision-making process as desired on technical issues related to RethinkWaste. The committee also acts as a member agency coordination council on contract and regulatory compliance.

FINANCE COMMITTEE
Committee Makeup:
The Finance Committee is a five (5) member committee consisting of three (3) Board Members and two (2) senior finance department staff members from RethinkWaste’s Member Agencies. From time to time the Board will appoint an Ex-Officio Board Member to serve a one-year term on the Finance Committee to act as a continuity advisor to new members of the committee (This has previously occurred in 2021 and 2025).
Committee Meetings:
The Finance Committee typically meets on the second Tuesday of March, June and October unless otherwise noted. The current Finance Committee schedule can be found here.
Committee Purpose:
The Finance Committee serves in a financial advisory capacity to the Board and reviews all financial reports and budgets prior to Board
approval.

LEGISLATIVE COMMITTEE
Committee Makeup:
The Legislative Committee is a four (4) member committee consisting of Board Members.
Committee Meetings:
The Legislative Committee meets on the first Tuesday of the month at 3 p.m. unless otherwise noted (excluding August and December). The current Legislative Committee Meeting schedule can be found here.
Committee Purpose:
The Legislative Committee serves in an advisory capacity on issues related to legislative and regulatory policies to the full board, including but not limited to matters dealing with California state legislation, ballot measures, and regulatory processes. The Committee also reviews and provides input into the agency’s biannual Legislative and Regulatory Platform.

Ad Hoc Committees

ZERO WASTE COMMITTEE
Committee Makeup:
The Zero Waste Committee is a five (5) member committee consisting of Board Members.
Committee Purpose:
The Zero Waste Committee serves in an advisory capacity to the Board to review and provide guidance on issues related to meeting Zero Waste Principles that align with RethinkWaste’s vision for a Zero Waste Future. They also evaluate emerging technology in the waste industry as it pertains to the work RethinkWaste does. This committee began as the Zero Landfill Working Group to analyze zero waste gaps for the Agency.
SPECIAL NOTE: The Board has temporarily re-constituted the Zero Waste Committee into the “Facility Master Plan Steering Committee” during the next 12-18 months (see below).

PUBLIC EDUCATION AND OUTREACH COMMITTEE
Committee Makeup:
The Public Education and Outreach (Pub Ed) Committee is a seven (7) member committee consisting of three (3) RethinkWaste board members, and four (4) TAC members or qualified designees. Additionally, Recology staff participates in committee meetings.
Committee Purpose:
The Pub Ed Committee serves in an advisory capacity on RethinkWaste’s current and future outreach, education programs, campaigns, and projects. The committee provides important input, timely feedback, and recommendations for connecting with the communities we serve. This includes reviewing the Public Education & Recycling Technical Assistance Plan developed by RethinkWaste and Recology every three years.

MASTERPLANNING STEERING COMMITTEE (2025-2026)
Committee Makeup:
The Masterplan Steering Committee is a five (5) member temporary committee consisting of Board Members.
Committee Purpose:
The Masterplan Steering Committee is responsible for developing the vision, timeline and recommended infrastructure projects for implementing the Shoreway Facility Masterplan. The Masterplan will set forth the Agency’s Shoreway Facility infrastructure plan for the next 20-30 years.
